After taking a diagnostic exam, take the user to the diagnostics page and do not automatically dismiss the banner that tells the user where to find the review task

As a bar review user finishing a diagnostic exam, I want to be automatically taken to the diagnostics index page and have the banner which tells me where to find the review task persist (_i.e._, not be automatically dismissed).
