B2C Skills and CLE Modules - Should they move onto HALO or be retired

The Professional Skills Pass currently includes 14 custom programmes. Each programme combines multiple SkillBurst SCORM modules with an on-demand Strafford CLE webinar.
These programmes were created in early 2025 and have seen limited usage to date.
Questions
Do we want to continue supporting these programmes in HALO or retire them?
If retained, what is the intended programme structure in HALO?
How should HALO handle programmes that contain both SCORM content and CLE webinar content?
Should these be modelled as Learning Paths or a different programme type?
Are there any future B2C or migration considerations that should influence the approach?
